The greatest of medieval kings and the Holy Roman Emperor, Charlemagne ("Charles the Great"), born in the 8th century of German blood, was so much more than the warrior- king and statesman who united the western Christian world into the Holy Roman Empire. His requirement that lords and their vassals participate militarily in government as a condition of owning land was the beginning of feudalism as an organizing socioeconomic system. Under his direction, free and general education became the norm, with later educational reforms leading to the eventual establishment of the great universities of Europe. Charlemagne not only expanded judicial interpretations of common barbarian codes, but also was responsible for judicial refinements that led to an early form of the present day jury system. As a consequence of his coronation as Holy Roman Emperor, he not only united Imperial and Papal Rome, but he also advanced the theory of the Divine Right of Kings. But he was also an enlightened leader among men who fostered the creation of legislative assemblies that reviewed and voted upon legislation submitted by the Emperor himself. Charlemagne was, above all, the preeminent civilizing force of the early Middle Ages.
